It's in the flank. Not flank steak, but from the flank section. "Loin tails", the tail section of the T-Bone & Porterhouse. Not usually seen on short loins from a box.  It also extends up into the Top Sirloin section next too the tenderloin

Flap meat can also refer to a skirt steak (diaphragm) , though this is less common.
